What it
usually means.
Most ovens preheat with more than one heat source working together: bake plus broil, or bake plus the convection element. When one of them stops, the oven still warms, just slowly, and it may never announce that it is ready. Heat escaping through a worn gasket or a door that does not close fully has the same effect. On a gas oven a weak igniter lights the burner late on every cycle, which stretches the preheat without stopping it.
