The control asked for heat and the cavity did not warm the way it expected. A bake or broil element that has opened or blistered is the usual answer; the wiring to it and the relay that switches it are checked before a board is blamed.

Press OFF. If the oven keeps heating or you see smoke, switch it off at the breaker and keep the door closed.
Once it is cool, disconnect power for at least 30 seconds and reconnect.
If C-21 appears again, book a visit before cooking with it.
